Common API C++ maintainers

I found that the following link is used in both [1] and [2] (and maybe
more?) as a way to get a list of all repositories that are related to Common
API C++.

  https://github.com/orgs/GENIVI/teams/someip/repositories/

But I saw that viewing the team information seems to be only accessible when
logged into GitHub first of all, and in fact it seems you must be logged in
to an account that is also associated** with the GENIVI organization account
on GitHub.  I guess the Team definition is not intended to be used that way.

Please change the link to some other list of links that is always
accessible:

I imagine the intention was to keep a single list and avoid duplication and
maintenance but it backfired here.  SOME/IP and D-Bus documentation could
link back to the Core project since they are associated with it and that
won't need any updates.  The Core project could link to the others but would
need to be updated when a new binding is added.

Usually just keeping the README up to date and referring people to it as a
single source of information is a good idea.  Most people are nowadays used
to viewing the main README.md in the GitHub repository.

** By the way, if anyone wants to belong (in GitHub sense) to the GENIVI
organization, just apply for it.  We also encourage those who are associated
to then go into their settings and make the information about organizations
public, so your account is listed to anyone viewing the organization page.
