Yes, I have experienced this issue as well. In my experience, it fails
intermittently on startup. I have not been able to reliably reproduce this
error -- it seems to happen on about 10-20% of boots, with no configuration
changes from boot to boot.

Leon, have you opened a JIRA ticket for this behavior? I didn't see one on
a quick search.
