I agree, please find the bug I filed here:

It's really unclean if Yocto allows host installations to leak into the
build.   I've never been a fan of that and always imagined that Yocto is not
quite pure in that respect.  For GDP we do our best to counteract it by
controlling the installed content on the CI build agents carefully - which
is precisely how we get failures in CI that did not show up on other
people's computers.  And that's not a bad thing but rather a good thing for
quality.

Unless you know how to fix the imagemagick recipe easily to build the needed
library, I recommend for the moment that you work around the problem as
suggested in the ticket.
