Github access issues

Hi,

I've been suffering some github access issues this afternoon. Specifically when running GDP 
init.sh the git submodule clones are timing out. See end of email for the output. If I immediately 
go and do this manually it succeeds. Receiving objects during the clone comes really fast, then slows
dramatically.

I had thought it might be a local network problem but it was mentioned in the GDP call today that 
somebody else had reported in the wiki similar issues. So I'm reporting it here for information in case 
it becomes a trend. Hopefully not.

As an aside I've also seen some instances of github links resulting in 404's.

manual fetch then succeeds:
