[Genivi-ipc] Fix pkgconfig directory in multilib environment

Hi all,
I ran into a problem when compiling common-api-runtime and
common-api-dbus-runtime in an OpenEmbedded/Yocto environment with multilib
In such context, the traditional name "lib" for library installation
directory may be replaced by things like "lib32", "lib64", etc. Thus, I
propose we reuse the variable ${INSTALL_LIB_DIR} instead of "lib"
hard-coded value for the pkgconfig directory.
Patches are in attachments.
